Can an attorney filing a declaratory judgment/ order to show cause to discontinue support for a client's insurance claim notify the opposing counsel of such actions

A motion for leave to withdraw is brought by order to show cause so the court can direct who gets served, and how. The other side's attorney will almost certainly be served with notice. You could prevent this by engaging new counsel without waiting for a court order.
