Legal Question in Insurance Law in New York
no fault insurance
my son hit a car with his 3 wheeler and the driver of the car turned it into his insurance and we have to pay it back, the money was given to the owner of the car and he never fixed the damage, is this leagal and are we at liberty to pay this back

No fault is for first party benefits and is paid to medical providers or for reimbursement of medical expenses.
You are I think, referring to collision.
Your question does not make sense.
