Legal Question in Insurance Law in New York

in february of 2012 i got into an accident. the guy who was driving hit me, but since i didnt have a license i got the actual blame, i didnt hear anything from his insurance company, than on july 5th i moved to new york and on near the end of february of 2013 an attorneys office got in touch with me and told me i owed the insurance company $4,608 and that i had to pay them back in about two years or else theyd take me to court. Does the fact that he was the one who hit me, the fact that they waited extremely long to do this, and the fact that i moved out of the area matter? are they trying to just cheat me out of money or is this something that i legitimately have to pay?

You are dealing with way too many issues to warrant an intelligent response. I suggest you contact an attorney immediately to review your case and try to resolve it as best as can be done so you will not have a black mark on your credit. In the long run, you will pay way more in premiums for bad credit than to resolve this matter fairly and expeditiously.
