fire damage insurance claim

the building attach to my grandma's had a fire. the firemen came into my grandma's buildind and ripped down ceilings and wals and broke all windows on the third floor. can we make an insurance claim even if my grandma did not have insurance? she was living in a nursing home at the time suffering from parkinson's disease. she is now deceased and my parents inherited the property. can my parents be compensaqted for the damages?
