Insurance Fraud
If you get an estimate from a garage to fix your car in the case of a collision claim and then get a check made out to the policy holder, but then do the repairs yourself and cash the check is that insurance fraud?

No. The law would regard the difference as reflective of the diminished value of your car due to the "amateur" repair job. Now, if you misled the insurance adjuster about the needed repairs or their estimated cost, that would be different. But there's no fraud here and anyone who tells you differently is blowing smoke up your tuches.
