Legal Question in Insurance Law in New York
A person received a check from the health insurance company where he is a member, but does not know what it was for (unsolicited). Is it legal for this person to cash it and claim its ownership?

No, it would very likely constitute some form of insurance fraud. If the check was sent to him by mistake, he should report it to the insurer, and if he simply does not know what it is for, but all the other info is correct, ghe should call or write to find out. The isurer can tell him exactly what its for and who the money should go to. Too many people these days are not sending their insurance checks to the doctor or hospital after they receive them in the mail.
