What does 'Fair Use' mean in the Copyright Act of 1976, Section 107? Does it apply still, or has it been amended/removed?

Also, what jurisdiction would an internet site be under?

As a Franchise Attorney I can shed light on the copyright portion of your question. "Fair use" is alive and well. It is basically a defense that can be raised if you get sued for copyright infringement. Fair use allows very limited use of copyrighted material without acquiring permission for things like commentary, criticism, news reporting, research, teaching, library archiving and scholarship.
