Whose Liable
I am a graphic and web designer. If a client of mine gives me copyright material to use in a job I am preparing for him who would be held liable?
Also, If I was employed a the employer asked me to take copyright material off the web who would be liable?

You for sure, possibly your client. You need to get warranties about the material and indemnities. You should consult with an attorney as copyright infringement can cost a lot.
