What kind of product do you want to sell? What distribution and marketing avenues do you have? Why do you want to do this? What can you do for Disney that it can't do already?

All that said, if you wanted to proceed the standard way is to contact Disney, tell them what you want to do, and make a deal with the owner of the character (most likely that's Disney - but Disney will tell you if it's some other entity). The kinds of deals are varied.
