Yes, CN is the country code for
China.
Similarly, GB is the country code for the United Kingdom of Great Britain and Northern Ireland, and DE is the country code for Deutschland (Germany). US is the country code for the United States of America.
You ask if "pa" could stand for "patent application." Certainly it could. But without the context I can't be sure it does in the circumstance you are asking about.

"PA" may mean patent application but not always. It depends on what the document is for, i.e who wrote the document and why they wrote the document. Same thing applies to CN.
