I want to produce a set of stamps used for scrap booking to sell. Is it against copyright laws to use quotes from the bible to create these stamps?

It depends on the version of the bible you are using.

Some versions are in the public domain.

For instance, the text of the King James version (KJV) of the bible is in the public domain and its contents may be reproduced.

The right to reproduce other versions vary.
