Legal Question in Intellectual Property in New York
Is it possible to use a registered logo on packaging if you repack items from the same company... If i purchase bulk lego, can I repackage it into smaller lots and use the lego logo?

No, you cannot do this. This would amount to trademark infringement because you are using the lego trademark without authorization. Even though the products inside are made from Lego, you are still using the Lego trademark in the repackaging. The trademark holder has rights to control how their products are sold. If you look around, you don't see other people doing what you are doing.
