Medical bills
If I have a medical bill from when I was seventeen am I responsible to pay the bill? or would my parents be responsible?

I do not know about your parents, but you cannot contract at 17 and I doubt that the bill can be charged to you unless you did something to hide your age etc. Even then it may be ok.
