can a sixteen year old move out of their parent house into another family that's not related.

Only with permission of her legal guardians which are more than likely her parents. There are a number of actions the family can take, such as habeas Corpus, custodial interference, and the like. A lawyer should be consulted before any action is taken by either set of parents.
