breach of confidentiality
we work in a credit union and one of the staff told a family member about a 401 loan that another staff member had taken out, is there any legal recourse

Probably, if you can show damages. While you can usually get liability, how is the case going to be compensated.
It is best if you speak to a lawyer about this but it seems that without a way to punish the offender, the court is without remedy and few if any lawyers would want a case like that.
You might try complaining to the union or asking that the company relieve this person of her job.
