Legal Question in Employment Law in New York

I have a complex case and confused as to why no lawyers want my case. Is is because I am a city worker with a union? I work for the city of NY, in one of its public hospitals. I want to sue the hospital because of negligence of emotional distress & for turning into an alcoholic to apart from all the stress and lies my abusive boss told me - including a false promotion, (in which I have witnesses) which never arrived; also because I went to the EEO, and Labor Relations and requested accomodation because my boss was making me sick, which I suffer from severe depression, anxiety and panick attacks, and I was just told to look on the board outside of the HR dept. and submitt an application if they were any openings. I was just completly ignore! I had no choice but to go on a medical leave for 3 months to get treatment and to run away from by abusive boss. What can I do? I don't want to go back to work under this boss, my psychiatrist has given me letters suggesting a transfer once I return back to work, but i was ignored once - they are going to ignored me again. Can any one please give me any suggestion on how I can get a lawsuit together and use the law for a transfer to another department or hospital?
