Contract terms

My roommate is a foreign national recently hired by a local university. Her contract states that the duration of her employment is June 1, 2007 - August 31, 2008 and that her salary is 49,000 per annum. When she got her first check the dollar amount was far short of what she expected. The college told her that her salary was divided by 15 months rather than 12 because of the duration of contract. I told her they can't do that. My understanding is that she shoud be paid the equivalent of 49,000 divided by 12 for each month of her employment.

You are correct. They drew her contract and they are responsible for living up to it. She should contact an employment attorney or contact the State Labor Department. Refusal or failure to pay wages is a crime, even if the university is a state entity.
