Cutting Employee Hours

There is a personality conflict between an employee and the office manager. The employee has no write ups or warnings in her file.In fact, she received a raise 4 months ago. The manager informed the employee with no prior notice that she was being cut from full time(which she was highered for)to part-time and her health insurance would be cut, leaving her with the option of COBRA insurance.Another person was highered and given her full time position. Is this legal?
