Legal Question in Employment Law in New York

Denied opportunity of promotion by inside preferential treatmen

I(Asian American) have seniority(16 years) and higher merit(more degrees and experience too)than the one who was handpicked by the School Board when the former principal was forced to resign. The Board kept everything secret from me even though I have been the assistant principal. They secretely offered the position to a teacher(White) who has much less seniority(10 years) and merit, because one of the board member has been very close to the new principal. I feel they denied me the opportunity of promotion by not advertizing the position available.
