Legal Question in Employment Law in New York

what are employee legal rights?

A friend of mine is being harrassed at her place of employment by another coworker. It has gotten to the point of where this coworker is practically stalker her (ie drivng by her home, stealing the tags off of her car etc.) it is not really a sexual harrassment issue, (or maybe it is), the employee who is harrassing her had dated my friend's ex boyfriend. She has gone to administration regarding this person, and they have pretty much swept it under the rug. my friend is practically having a nervous breakdown about this issue. What legal ramifications does she have? Her place of employment is a public school.

Sounds like same sex harassment to me.

Both the EEOC and the New York City Commission on Human Rights (also the State Division of Human Rights) have jurisdiction. Also she should complain to the United Federation of Teachers, her union, if she is a teacher and file a grievance that the school is not doing anything. ( also she should get a lawyer because the schools never listen to teachers. )
