employee rights to past performance reviews

What are the rights of an employee to access,request and uptain copies of their past performance apprasals by current/past employers?

Probably none. Your past records are the property of the employer, and not your property. There might be some exception based on a contract or agreement you may have had with the employer, but you did not mention any. Also, if you are involved in a lawsuit, you may be able to subpoena the records from the past employer. Finally, have you tried simply calling the employer and asking for the records?
