Legal Question in Employment Law in New York

Employer asking for 3 years of tax returns for employment

I am aplying for a sales job based on commission at Allstate Insurance CO. They are asking me for my last 3 years tax returns to see if i made enough to meet there criteria for employment. Is this legal?

It is not illegal and in fact makes sense to me.
