Failure to Promote

My agency has a written policy to '' provide every advantage for staff employed to be considered for promotional opportunities''. I am a 13 year employee in excellent standing. I expressed my intent to apply directly to the personnel department (verbally) for a posted position that would have been a significant promotion. I was told that I did not meet all of the qualifications. An external candidate who had the same qualifications as me was interviewed and hired. Do I have a legal case?
