Grace time in parking lot to move in tenants posessions

Is an apartment complex BY LAW suppose to allow a new tenant either Grace time or passes for all the Tenants vehicles that has the tenants possesions in them so that the cars will not be towed or ticketed due to being unattended for periods of time while moving in? If not, can a person be reimbursed for a tow charge that they accired by the apartments security while being parked in an UnAssigned space while trying to move into their apartment?

Bylaws have no such requirments, sorry.
