Legal Question in Employment Law in New York

Hello,

My employer recently announced a graduated pay cut for all non-contracted employees. This cut was announced to take effect during the next pay period, which actually began two days prior to the date the announcement was made.

Additionally, in the job interview last year for this position, I was told that there would be cost of living raises as well as a newly implemented merit based raise system. Neither of which have proved to be true, and instead I have had 8% of my salary taken, effective immediately. I relocated to a new area of the country,for a significantly lower salary and purchased a home I could afford based on that amount. Can an employer do this and is there any further legal action that can be taken if they do this?
