Independent legal oversight of contractual rights

Is it possible to have an lawyer give oversight, to ensure that a union terms of contract are adhere to with out prejudice or bias?

The sinario is that there a hospital has two sites( parent and subsiuary). The subs. is closing due to hardship and the collective bargaining agreement( Contract) states that members with more seniority will take the jobs of members with less. However, the union organizer is very corrupt and has a history of violating the contract. So the staff in this hospital site want to ensure that there rights are not violated. Is this advisable? So that those staff with more seniority will not be put out of the door and the with less will work because he/she has something going with the corrupt organizor!!!

Sure its possible, but the staff needs to organize to authorize new counsel or if the board refused to comply to overthrow the board.
