jerk of a dogwalker
i had a dogwalker quit on me with no notice. is it possible to deduct the customary two weeks from his last bill for that time?

No it could be considered a theft of service. Did you have a contract that required you get two weeks notice?? If you did, did it contain a liquid damages clause in it?
Doubtful.
Next time get a contract or letter of retention. Put in the K or the letter that you expect two weeks notice in writing RRR and if not you will deduct 2 weeks reimbursement as a liquid damage penalty.
