Legal Question in Employment Law in New York

If a job description is posted in an old boy's club type organization and there are two candidates:

Candidate A- non minority, background barely meets basic requirements, experience is in an unrelated field to the position at hand, no master's degree, almost fresh out of college

Candidate B- minority, meets all basic requirements and most nice to haves on job description, has more experience in general and more experience closely related to field and is very knowledgeable about the specific function, master's degree from prestigious university in the specific function being recruited for

Candidate A gets the job. Candidate B gets positive feedback from hiring manager but is told that they were great but someone else had a background closer to what they were seeking (despite what was stated on the job description). Does Candidate B have a case?
