Lay off inevitability

I was recently laid off from my job with the City of New York. This happened after I was excluded and isolated from the various tasks and projects that my unit entertained.

I complained a number of times to my managers regarding the lack of work they were giving me. Nothing registered with them.

I was eventually let go since they downsized. They hired someone else in a title similiar to mine a few months before they laid me off.

Do I have any legal redress?
