Legal Question in Employment Law in New York

Payroll, Time Cards

My employer only pays on the 1/2 hour when punching in or out on our time cards. We must work 20 or more minutes to be paid. Is this legal in NY? Example: clock out at 7:19pm is considered 7pm, clock out at 7:21pm is considered 7:30pm.
