Performance based salary review
A company hired me on the understanding I would receive a performance review after a few months and would be elegible for a performance-based salary increase at that time. I was told that my performance was not at a level that warranted a salary increase at the time of the evaluation. A subsequent performance review showed improvement but again not at a level that, according to the company, warranted a salary increase. Do I have any recourse since I took the job expecting to get a prompt salary increase.

It seems that you were merely promised that you would be "eligible" for an increase, but no firm commitment was made, either as to the amount or the standard by which you would be evaluated. Under these circumstances, you have no recourse.
