Personal Employment Contract

Can an employer make an employee sign a contract stating that if they leave the business that they can not work with in a 10 mile radus of that place of business doing the same type of work. Also employee's that have signed this contract have worked with in 2 miles doing the same type of work and the employer never pushed the contract. Would this meen that the employer could not go after any other employee's if they do the same? Or can they pick and choose who they want to go after?
