Promotions and completion of probationary period

While working for the NY State OMRDD division, My husband tested, interviewed, and was chosen for a promotional postion from a DDSCTA I to a DDSCTA II (Grade 11 to supervisor Grade 14). My husband was implicated by a consumer and resulted with him being put on administrative leave with pay for almost 10 weeks. He was never told what he is being accused of and to this day does not know. He received a letter informing him that in accordance with "rule 4.5 (a)",that his promotion would be taken away and that he is to report to work in the capacity of his previous title. His work record is exemplary and he has been given no reason for this decision. Do you have any information regarding employees' rights in these types of situations?

First remedy is to talk to the union, I assume CSEA.
