Reduction of salary legal?

Since 5 months my employer reduced my salary by 10K/year(from 65K to 55K). They told me that they are not doing good business so reducing salary. This employer holds my working visa (H1B). I went through papers they sent to Labour Dept. and INS. My salary is 65K/year on the paper. Is it legal to reduce the salary what they mentioned in the papers they sent to Labour and INS during my H1B transfer. Now they are laying me off and gave me notice.

Pls. suggest me what should I do.
