Retroactive pay

I was employed as a Probation Officer for @12 years, the last few of which were without a contract. The contract was eventually settled about 9 months after I left for another job. Retroactive pay was granted to for the 2004-05-06 years for all employees with exception of those that had left for other work. Prior contracts had been settled and retro pay was awarded to all employees regardless of their employment status. As I work all of 2004, 2005, and part of 2006 am I not entitled to this pay and past practice. I feel I worked during those years and should be compensated, past practice indicates such, and I had a reasonable expectation it would be the same for me. Prior to my leaving for another job I had requested retro payment should a contract be settled after my resignation.
