Legal Question in Employment Law in New York

If I was running for an exceutive board position can the president of my union send letters on behave of another member who is also in the same union as me and the president who respresent us, tell other members to vote for the other person I'm running against. The letter Included he the president supports the other member. Therfore the general member voted the other way.
