Can a New York City Resident, living in section 8 housing, work in another state and still qualify for section 8 benefits

Since no New York lawyer has ventured an answer to this question, I'll submit the following:

Section 8 housing subsidies, I believe, are governed largely by federal law. A restraint which prohibited a New York citizen living in

Section 8 housing and working out of state, say in nearby New Jersey, would probably be seen as an unconstitutional restraint on travel as well as a possible violation of the Commerce Clause of the U.S. Constitution, and very likely also a violation of the New York constitution as well as other related state statutes.
