stress due to employer breaking labor laws
I am responsible for the HR department at a company that is knowingly breaking NY state labor laws and will also not stop smoking in the building even after many complants ~ what can I do? A doctor has been treating me for months now for extreme stress disorder

sounds like you may have a whistleblower situation.
Report the violations to OSHA and Department of Labor (State and Federal) if it will ease your conscience, and stress. You will legally be protected from retaliation, or have a great action if they fire you as a result.
