Can a union move funds from pension fund to fund operating costs of the union

The pension fund is held in trust for the benefit of the participating union members. The money does not actually belong to the union, it belongs to the participating members.
Operating costs can be paid out of dues, grants, fundraising, investments, but NOT out of pension funds.
