unsafe environmental working conditions

My husband works for a large motion picture film laboratory. The central air conditioning and air filtration has broken down. Even though he is working with unsafe film processing chemicals (silver nitrate, formaldehyde, etc.) management is refusing to repair the air conditioning and filtration system.

Management claims they are not obligated to repair same. Can they refuse to repair the air filtration and air conditioning systems even though it is 78 degrees and he works with dangerous chemicals?

If the employer has created an unsafe work condition, a complaint should be registered with OSHA.
