Unused Vacation Days
At my company I had 3 weeks vacation and 1 week of personal time. I started near the end of March and left in the last week of December, during that time I used 9 personal/vacation (it was never specified which they were). They are refusing to pay any of the vacation days accrued that were not taken - do they have to?

No. not unless there's a contract which says they have to. The vacation time is generally a benefit. It is not compensation for time worked. The only time a company is obligated to pay its employees is for time actually worked.
