Can you be hored at one rate and have your pay reduced after you begin working?

I assume you mean hired, not "hored" (freudian slip?). Assumimg there is no contract, no union, the reduction in pay is not retaliatory for an illegal purpose (whistleblowing, discrimination) and your rate of pays remains above minimum wage, (and the tax withholding drops along with the percentage of reduction) there is no legal obligation for the employer to keep your pay static. It can go up or down. Of course, a reduction in pay is better than unemployment on the other hand you are always free to turn down a wage reduction by finding another job with higher pay.
