What more can I do to win my second appeal for unknowingly committing unemployment insurance fraud?
I was penalized w/ forfeiting 80 days of unemployment benefits because the NY Dpt of Labor said that I committed unemployment insurance fraud. I went out of the country while I was unemployed & tried to file unemployment benefits. Not realizing/having any knowledge that I wasn't allowed to do this, I called my friend back home & had him log into my computer to file the claim for me. There was no point during this time that I knew what I was doing was wrong. I just thought the system had a glitch & didn't work because I was out of the country & I was more afraid of not filing for fear of losing my benefits than I was of filing. I honestly had no idea & now I've been without unemployment for 5 months. I appealed & lost, I plan to appeal again. Is there anything I can do to win my 2nd appeal?

If you were out of the country on a job interview (with UIB's approval or sometimes without) you may stand a chance. If it was required to be out of the country because of the death of an immediate family member, yes. If you were on vacation, no.
