withholding paychecks
Is it legal to withhold my paycheck (I am a 1099 employee in NY) until they receive forms not related to billing for that cycle? What are my options if it's not?

You can sue them and depending what type of work you do you may have a lien on the work as well.
Speak to a labor lawyer as soon as you can. They may even be guilty of a crime.
