Legal Question in Landlord & Tenant Law in New York

I own an apartment building in New York City that is Rent Regulated. I have eleven different units that I rent out, and most of the tenants who currently reside there are cooperative. However, over the past few years since I purchased the property I have had to go through hell to remove some of them. The biggest problem that I have had is that even in month-to-month tenancies, when it comes to Rent Regulated tenants I have to have "grounds" to evict them. I can live with most of these regulations, but it's intolerable when one of these tenants starts causing a ton of problems but always stops short of giving me real evidence that would be sufficient to use in Housing Court as a ground for eviction.
My question is: is there a legal way to have new tenants forfeit certain of their Rent Regulated rights, like the requirement that there be grounds to evict them? Like could I have a Rent Regulation Waiver form that I request or require new tenants sign before they move into my home? I'd like to be fair and hate to resort to such a method but I cannot continue to go through the hassle of waiting and waiting for a ground every time I have a bad tenant.
