After 30 years of liveing in an appartment can the landlord all of a sudden start charging you for using your microwave oven, freezer or washing machine?

If they're your appliances, he cannot charge you for thier use. If he is paying your electric, he can charge you for the use of electricity if he starts doing it at the beginning of a new lease term. If you are paying for use of your electricity he cannot charge you.
