Double Jeopardy

I know someone that is trying to get into assisted living, but on the application it asks if they have ever been convicted of a crime. This person was convicted of robbery over 20 years ago.

Is this housing discrimination or double jeopardy since he already paid his debt to society?

No its not housing discrimination. In fact, it's a legal question. In some cases the housing agency would even have an obligation to know the circumstances of theri applicants. Such as in the case where someone has a history of violent or sexual predatory behavior. While you cannot be asked if you were arrested of a crime, you can be asked if you were convicted. The best approach is to admit the crime and explain the circumstances pointing out that the crime occurred 20 years ago and is now rehabilitated and has not caused trouble since. Good luck.
