Legal Question in Landlord & Tenant Law in New York

I have downstairs neighbor which is constantly calling obsenities to me and my family,, they've thrown objects up our stairs.. they've thrown soda on our vehicle and also have thrown sauce in our mailbox. We've lived at this residence for 8 months and have had nothing but problems with these people. Is there anything I can do? The landlord knows how these people are and also I have called the cops on a few occassions and nothing can be done? I don't think that is correct. Please help stop the harrassment.

Since the landlord has violated your right to quiet enjoyment by doing nothing about this, you can treat this as a constructive eviction and break your lease.
