Legal Question in Landlord & Tenant Law in New York

Drug felonies

I have a friend that was convicted 7yrs ago for trafficing in drugs in NC. He has 2 felonies one at age 19 the other at 21. He now lives in NY has graduated college with a degree in psychology. However he is having a trouble finding work because of the conviction. OMRDD would not approve him to work in any agency that they over look. How can he go about getting employment in the field of work that he studied for? He has written to OMRDD but they have denied his request. What action can he take if any or where can he go to get some help.
