Landlord trying to charge for repairs

I have been living in a rent controlled apartment for the last 8 years in the Bronx, NY. Recently the landlord came to my apartment and inspected the bathrom as the neighbor downstairs was complaining to him for leaks. He talked to my mother who was present (I wasn't) and told her that probably the issue belonged to a loose pipe in the wall or something like that and then he left saying that one of his workers will come at another time to check more thoroughly (he never came). After 2 days a letter from him comes in the mail saying that the neighbor had complained that we overflooded the bathroom several times and that's how the leaks occurred. In the letter he states that we will be charged for any repairs if we don't stop ''overflooding'' the bathroom (which by the way has never happened). How should I handle this?

You should call up the NYDOH (Department of Housing) and make a complaint against your Landlord.
